MISSION STATEMENT

We believe ourselves to be, first and foremost, a community of caring, skilled persons who are drawn together by a shared sense of ministry to children and their families.
It is the purpose of this community to create environments, provide services, and be totally available to children and their families whose legitimate needs demand effective responses.

1974 – Founding of Youth-Oriented, Community-based Group,
            OhioCounty YSS
1975 – Founding of Samaritan House First Emergency Shelter for
            Children in West Virginia
1977 – Founding of the Genesis Alternative Learning Center, for school
            dropouts The first Alternative School in West Virginia
1980 – Founding of the Ohio River Youth Project
1981 – Founding of the Independent Living Program
            The first licensed transitional living program for institutionalized
            youths in West Virginia
1983  - Construction of the new Samaritan House.
          - Opening of Helinski Emergency Shelter, Moundsville, WV
          - Founding of Alternative Learning Center, Marshall County
1984 – Development of Adolescent Substance Abuse Program
          - Development of ONSET Program.  First program designed to meet
            special needs of sexually abused and exploited youngsters.
1985 – Development of Home Industry Program – a special vocational
            program for behavior problem youths.
1986 – Development of Northern Regional Juvenile Detention Facility
            The first privately-run secure juvenile facility in the state.
1988 – Juvenile Restitution Program
           The first such program in the Northern Panhandle of WV
1990 – Independent Living/Training Centers for homeless 18-25 year-old
            men
1992 – Licensed to provide behavioral health services
1994 – Opening of Tipton Family Life Center, Weirton, WV
1996 – Development of Specialized Plan Services capability for
            unique needs children – Traumatic Brain Injury and others.
1997 – Opening of Drop-in Youth and Family Center, McMechen, WV
          - Day Care:  merger of Wheeling Community Child Care Center
             into YSS Family of Services.
1998 – Opening of YSS Day Treatment Program, King School Site,
            McMechen, WV
1999 – Foundation of the Transitional Living Training Center, Wheeling,
            WV
2000 – Establishment of the Dunbar Community Resource Center,
            Weirton, WV
          - Establishment of the Tuel Youth Crisis Center, New Martinsville,
            WV
         - Establishment of the McCrary Family Life Center, Wheeling
            Island, WV
