Good Samaritan Tribute Viewing Instructions
Thank you for your support and your interest in helping Youth Services System Inc. honor Tom Burgoyne as our 2021 Good Samaritan! This is the 14th annual Good Samaritan Tribute Dinner, and we are thrilled to be able to keep the tradition going.
For guests attending in person, the venue has moved outdoors from the Wheeling Park White Palace Ballroom to the Wheeling Park Memorial Ice Rink. Please enter and check in at the ice rink entrance and then make your way down the ramp to the event, which will be set up on the rink floor — under cover yet in the open air as a precaution against the spread of COVID-19.
For guests who ordered carry-out dinners: There will be parking spots reserved for you in front of the White Palace. Please pull in, and we will bring your dinner to your car.

Tom Burgoyne is known throughout the Ohio Valley and beyond, by people from all walks of life, as a fair and honest lawman. He retired from the FBI after 31 years and served two four-year terms as Ohio County Sheriff (2000-2008). A father of three with late wife Kathy, he has a heart for youth, which shows in how he spent his time off-duty. As a YSS board member, Burgoyne was active in supporting the Celebrate Youth Festival. He has coached Little League in Dimmeydale and girls’ basketball at St. Michael Parish School.
Burgoyne also faithfully supports the Wheeling Central Catholic High School sports programs, and often is seen encouraging players on the sidelines of the football field. He brought the Drug Free Clubs of America to schools in the Ohio Valley and serves on the boards of Central, the Greater Wheeling Coalition for the Homeless and the YSS Emeritus Board member.
